RONEY, Circuit Judge:

Roger Treadwell brought this action under the Rehabilitation Act of 1973, 29 U.S. C.A. §§ 791 and 794, alleging that the United States Army Corps of Engineers improperly denied him a position based on his physical handicap. The district court entered judgment for defendants.
