These consolidated cases involve the constitutionality of section 26 of the Revenue Act of 1939, as amended. (Ill.Rev.Stat. 1969, ch. 120, par. 507.) Dee-El Garage, Inc., a 4essee of improved real estate owned by Northwestern University, was granted leave to file an original action for declaratory judgment and injunction in this court challenging the constitutionality of section 26. Subsequent thereto, Pepsi-Cola General Bottlers, Inc., and Nabisco, Inc., also lessees of real estate owned by Northwestern University, were granted leave to intervene.
