ORDER AND JUDGMENT*

CARLOS F. LUCERO, Circuit Judge.

Edward Franklin appeals the dismissal of his civil rights complaint under 42 *733U.S.C. § 1983. We have jurisdiction under 28 U.S.C. § 1291. We AFFIRM the dismissal of Franklin’s claims, but we REMAND to the district court to clarify the terms of dismissal of his state law claims.
