SUBJECT MATTER JURISDICTION – ALTERING COUNTY BORDERS Article 13, Section 1 of the Maryland Constitution grants to the General Assembly the exclusive authority to create new counties and to alter boundary lines between existing counties. The courts have no authority to alter the boundary lines that separate the State’s counties.
