Statement Of The Relevant Facts
Dwight Sheridan Lewis (“Lewis”) was a crewmember on board the vessel UEB-1 which, in August 1990, was owned and operated by the United States of America (“United States”). According to Lewis, on or about August 8, 1990, the tug CAPELLA, which was owned and operated by Lockwood Brothers, Inc. (“Lockwood”), collided with the UEB-1 while attempting to moor astern the UEB-1. The incident allegedly took place while the UEB-1 was anchored in the Atlantic Ocean east of Key West, Florida.
