This case is before the court pursuant to Plaintiffs’ USCIT R. 56.2 Motion for Judgment Upon an Agency Record. Krupp Thyssen Nirosta GmbH (“KTN”) is a German producer of stainless steel and Krupp Hoesch Steel Products, Inc. (“KHSP”) is KTN’s United States sales affiliate.
