Appellant Rickey Alexander (“Alexander”) appeals the district court’s denial of his Petition for Writ of Habeas Corpus as untimely. Alexander argued before the district court that the statute of limitations found in the Antiterrorism and Effective Death Penalty Act of 1996 (AEDPA), 28 U.S.C. § 2244(d), was tolled because his prison law library did not contain a copy of AEDPA until well after the limitations period would have expired in his case.
