This claim arises out of an incident that occurred on May 7, 1991. Kerry Jones, the mother of Brian K. Jones, Brandon D. Jones and Dominique S. Jones, the minor children of the deceased victim, Brian Keith Jones, and Rose Marie Jones, mother of the deceased victim, seek compensation pursuant to the provisions of the Crime Victims Compensation Act, hereinafter referred to as the “Act.” 740 ILCS 45/1 et seq.
