RABINOWITZ, Justice.

This appeal challenges the Department of Revenue’s decision to assess additional taxes against the appellants under the Alaska Business License Act (ABLA) for the years 1972 through 1977.

I. FACTUAL AND PROCEDURAL BACKGROUND
