¶ 1. This case comes before us by certification from the court of appeals. Certification was recommended to "resolve the ambiguities and uncertainties regarding the use of Wis. Stat. § 48.415(6) as a ground to terminate parental rights." Tammy W-G. v. Jacob T, No. 2009AP2973, unpublished slip op., at 11 (Wis. Ct. App. Apr. 22, 2010).
