David Packer and Glenn Holmes (together, Defendants) appeal from the order of the Court of Common Pleas of Chester County (trial court) denying Defendants’ post-sentence motions. 1 Defendants were convicted for violations of the Solid Waste Management Act 2 (SWMA).
Glenn Holmes owns property on Anderson Road (the Property) in East Coventry Township (Township). In October 1993, Robert Strutynski, a Township employee, observed Packer using a track hoe to bury tires on the Property.
