This is an original proceeding in mandamus to compel the defendants, the members of the board of county commissioners of Leavenworth county, to proceed át once with the construction of a hard-surfaced improved highway between the towns of Tonganoxie, in Leavenworth county, and McLouth, a short distance across the county line in Jefferson county.
