The Federal government gave to the State of Virginia certain military equipment which was quite valuable,- and very necessary for the voluntary military forces of the State, and as a condition of the gift required the equipment to be housed and otherwise properly cared for. This equipment was turned over to the Military Board as the representative of the State. This board is composed of the Governor, Secretary of the Commonwealth, Adjutant General, and the senior officer of the Virginia volunteers, and was created by an act of the legislature, but not incorporated.
