On August 31, 1965, this suit was filed by plaintiff, the District Attorney of Plaquemines Parish, in the Twenty-Fifth Judicial District Court of Louisiana, against Bruce Rhiddlehoover and Billy Travis, federal voting examiners appointed to serve in Plaquemines Parish pursuant to Section 6 of the Voting Rights Act of 1965 1 (hereinafter some times referred to as “the Act”), and against Roy Lyons, Registrar of Voters for Plaquemines Parish.
