This post-award bid protest comes before the Court on Plaintiff Bannum, Inc.’s (“Ban- num”) motion for a preliminary injunction. 3 Bannum challenges the terms of a solicitation issued by the United States Department of Justice, Federal Bureau of Prisons (“BOP”) and BOP’s award of a contract to Intervenor Dismas Charities, Inc.
