Appeal from a decision of the Unemployment Insurance Appeal Board, filed May 2, 2003, which, inter alia, ruled that claimant was ineligible to receive unemployment insurance benefits because he was not totally unemployed.

Claimant, a computer consultant, established a corporation in 1997 for the purpose of offering software development services to businesses. This corporation received payment for the consulting services that claimant provided to such businesses.
