The Narragansett Electric Company d/b/a National Grid (the NEC) and the Division of Public Utilities and Carriers (the Division), collectively the respondents, have moved to quash a writ of certiorari issued by this Court on February 15, 2018, pursuant to G.L.1956 § 39-5-1.
