REES, Justice.

This appeal is the culmination of a dispute arising from public employment negotiations between the plaintiff Burlington Community School District and its teachers bargaining representative, defendant Burlington Education Association. The school board requested open negotiating sessions, while the Education Association insisted the sessions be conducted in private. The school district submitted the controverted question to the appellee, Public Employment Relations Board (PERB) for a declaratory ruling.
