The plaintiff, Cassidy Cleaning, Inc., seeks declaratory and injunctive relief against the Small Business Administration (“SBA”) and the National Aeronautics and Space Administration (“NASA”). Specifically, the plaintiff moves for summary judgment seeking to enjoin the award of a multi-year contract for nearly 11.3 million dollars for janitorial services to be performed at NASA’s Goddard Space Flight Center in Greenbelt, Maryland.
