These consolidated petitions for review challenge a final rule promulgated by the Environmental Protection Agency (“EPA” or “agency”) under the authority of section 3004 of the Resource Conservation and Recovery Act (“RCRA”), 42 U.S.C. § 6924 (1988). The rule, entitled “Land Disposal of Electronic Arc Furnace Dust (K061),” 56 Fed.Reg. 41,-164 (Aug. 19, 1991), establishes numerical treatment standards for thirteen metals contained in residual slag after hazardous waste K061 is processed in high temperature metals recovery (“HTMR”) facilities.…
