Three undercover police officers saw Ray Bradley running from an area where they had heard gunshots. Upon approach, they observed him lean into a car and then walk away. After they detained him with handcuffs and frisked him, he told them that he ran because someone had shot at him but that he was about to walk back to get his jacket. Meanwhile, another police officer radioed a witness description of the suspect that matched Bradley.
