The issue presented by this appeal is whether the sponsor, Seward Park Housing Corporation (Seward), the grantee of the City of New York (City), in an urban renewal project, can avail itself of the provisions of section B15-37.0 of the Administrative Code of the City of New York creating a statutory lien in favor of the City for use and occupation of condemned property after title vests in the City.
