The National Bank of Baltimore filed its bill in the circuit court of the United States for the district of Maryland, complaining that certain legislation of the state of Maryland, relating to the valuation and assessment for taxation of certain classes of personal property, was obnoxious to the provisions of section 5219 of the Eevised Statutes of the United States, and, having tendered the amount which it claimed was all that was justly *25due, injunction was prayed to restrain the mayor and city council of Baltimore and its tax collector from collecting the amount…
