IsBecause the majority has failed to adhere to our well-established rules of statutory interpretation, I must dissent.

As the majority correctly states, “The sole issue on appeal is whether the DPPA prohibits disclosure of personal information on accident reports, which are public records within the meaning of FOIA.” Based on the applicable statutes, the unequivocal answer is yes.
