Plaintiff, Eugene R. Gersch, has appealed the circuit court’s affirmance of a final administrative decision by the Illinois Department of Professional Regulation (the Department) which ordered a nondisciplinary cancellation of the plaintiffs registration as a licensed clinical social worker. The Department’s administrative decision was premised upon the finding that plaintiff lacked the requisite educational qualifications for such a license.
