In June 1998, Robert Wagner, a sergeant in the Holyoke Police Department, brought suit against the City of Holyoke, its former mayor, two of its former police chiefs and others for an alleged campaign of retaliation undertaken against him dur ing the mid-1990s. Wagner claimed that he had been subjected to disciplinary action, harassment and public humiliation because he had disclosed a variety of information — including allegations of police misconduct — to newspapers and state and federal agencies.
