We granted this writ application to determine whether the Louisiana Agricultural Finance Authority (“LAFA”) is exempt from the requirements of La R.S. 38:2211, et seq. (the “Public Bid Law”), and if so, whether by undertaking the public works at issue, LAFA is unlawfully undertaking works on behalf of the Louisiana Department of Agriculture and Forestry (the “Department”) and Bob Odom (the “Commissioner”), using" LAFA’s exemption from the Public Bid Law.
