LOONEY, Justice.

E. B. Duvall had a wine and beer permit from the Texas Liquor Control Board to sell wine and beer in the City of Dallas. Leonard Riggs, a minor less than sixteen years of age, was employed by Duvall to sell, handle, or dispense or to assist in selling, handling, or dispensing beer in his establishment. After notice and a hearing, the Board, acting through its administrator, canceled Duvall’s permit for having employed the minor; from which, Duvall appealed to the district court, and on hearing there, the order of the Board was reversed and the license restored; from which, the…
