MEMORANDUM OPINION
RUFE, District Judge.
Plaintiff filed suit alleging two distinct sets of claims. First, he has sued a police officer with regard to actions taken in effecting Plaintiffs arrest. ■ Second, he has sued various' Defendants associated with the George W.
