FACTS
On August 3, 1983, plaintiff commenced this action against the Incorporated Village of Freeport (“Village”), William White, individually and in his capacity as Mayor of the Village, and G. Ruiz deZarate, individually and in his capacity as Superintendent of Buildings for the Village, seeking a declaratory judgment, an injunction, reinstatement of plaintiff to his previous posi tion of employment and monetary damages.
