In this employment discrimination case, Moharram Elgaghil appeals the trial court’s award of summary judgment in favor of Tarrant County Junior College (“TCJC”) on his claims brought under chapter 21 of the Texas Labor Code. Tex. Lab. Code Ann. §§ 21.001-.556 (Vernon 1996 & Supp.2000). In his lawsuit, Elga-ghil claimed that TCJC failed to promote him because of his national origin and retaliated against him for filing an employment discrimination claim.
