Appellants Industrial Services Contractors, Inc., a not-for-profit corporation that operates the Johnson County sheltered workshop, the Johnson County Board of Services for the Developmentally Disabled (board), and Lorena Maxin Dorr, appeal from an order dismissing their action against the County Commission of Johnson County (commission) and the three elected commissioners in their representative capacities.
