This litigation, which was instituted in the Superior Court of Clarke County by the Mayor and Council of the City of Athens against the members of the Civil Service Commission of the City of Athens, involves a controversy between the parties respecting the right to direct and control the manner in which the members of the city’s police department shall perform their respective duties and the employment of certain personnel.
