Parties will be referred to as they appeared in the trial court for convenience, that is, Independent School No. 4, Sequoy-ah County, Oklahoma, a Body Corporate, as plaintiff, Oklahoma State Board of Education as defendant, and Independent School District No. 1, Sequoyah County, a Body Corporate, as intervenor.
