MEMORANDUM OPINION AND ORDER GRANTING PLAINTIFF’S MOTION FOR RECONSIDERATION AND CLARIFICATION

This matter is before the court on Plaintiffs Motion for Reconsideration and Motion *892for Clarification filed on November 20, 1997. Defendants filed a response to Plaintiffs motion on December 12, 1997. Plaintiff filed a reply to Defendants’ response on December 22, 1997. Upon consideration of the motion, response, reply, and applicable law, the court is of the opinion that Plaintiffs motion should be GRANTED.
