After a three-day trial, the court terminated mother’s parental rights to her two daughters. Mother appeals. We review de novo, ORS 419A.200(6), and reverse.

The historical facts are not in dispute. At the time of trial, mother was 25 and her two daughters, A and J, were seven and two respectively. Mother first came to the attention of the Department of Human Services (DHS)1 in 1999, when she was referred to intensive outpatient drug treatment, but A and J were not removed from her custody until September 2000, when police found a marijuana pipe and methamphetamine residue in mother’s…
