McFADDEN, Justice.

The City Council of Blackfoot created Local Improvement District No. 37 and denied all objections to the district’s reassessment roll. Appellant property owners appealed to the district court of the Seventh Judicial District. The district court confirmed the reassessment roll, holding that Local Improvement District No. 37 was properly created and that the reassessments were valid.
