Appellant, Douglas W. Royer, appeals an order entered by the Circuit Court of Berkeley County, West Virginia, on March 16, 1996. The circuit court’s order affirmed a prior reversal of the order of the Commissioner of the Division of Motor Vehicles (Commissioner). The court’s previous order had reinstated the appellant’s driving privilege after his license had been revoked for driving under the influence of alcohol.
