Plaintiff-appellant Nestor Ayala Serrano brought this action under 42 U.S.C. § 1983 alleging violations of his civil rights as a result of his incarceration, since January 1978, in the maximum security unit of the State Penitentiary at Rio Piedras, Puerto Rico.
