MEMORANDUM OPINION

READY, Chief Judge.

In this action, David Jordan, James Moore, Robert Sims, and Sammie Lee Chestnut, representing classes of all black citizens and black registered voters of the City of Greenwood, sue the City, its mayor, city commissioners, and the City Municipal Election Commission and its members, 1 alleging racial discrimination in the adoption and maintenance of at-large city elections for Greenwood’s mayor and commissioners under the commission form of government as allegedly violative of the thirteenth, fourteenth, and fifteenth amendments to the United States…
