This is in response to your request for an opinion on substantially the following question:
MAY THE CITY OF TAVARES PAY A DEBT INCURRED BY PRIVATE INDIVIDUALS WHO BORROWED MONEY TO PURCHASE REAL PROPERTY THAT THEY SUBSEQUENTLY DONATED TO THE CITY FOR USE IN THE CITY'S ATHLETIC COMPLEX?
