The City of Cheney appeals a Superior Court judgment reversing a Civil Service Commission decision. The Commission had rejected Police Officer Ken Side's contention he lost a promotion due to political reasons. We reverse the Superior Court and reinstate the Commission's decision.
In June 1981, a vacancy for the position of sergeant occurred in the Cheney Police Department. Cheney Police Officer Ken Side was first on the Civil Service promotion list for the position of sergeant.
