This is a CPLR article 78 proceeding wherein petitioners, Jon F. Brittain et al. (Brittain), seek to annul and set aside the actions of the respondents, the Village of Liverpool (Liverpool), the Board of Trustees of the Village of Liverpool (Board), and the City of Syracuse (Syracuse).
