MEMORANDUM OPINION AND ORDER

DE MENT, District Judge.

Before the court is Plaintiffs’ Motion For Temporary Restraining Order (“Mot.”), filed July 24, 2000, together with a brief in support thereof (“Pl.s’ Br.”). Defendants filed a Memorandum Of Law In Opposition To Plaintiffs’ Motion (“Def.s’ Mem.”) on July 25, 2000. For the following reasons, the court finds that Plaintiffs’ Motion For Temporary Restraining Order is due to be granted in accordance with the terms and conditions set forth herein.
