These consolidated cases seeking declaratory and mandamus relief and damages involve questions of first impression regarding the extent of tenure rights provided by the School Code (105 ILCS 5/1 — 1 et seq. (West 1992)) to teachers employed in a special educational program conducted by joint agreement.
