Dear Senator Johnson:

In your letter of February 17, 1981, you requested our opinion `. . . on the constitutionality of LB 9 which prevents certain trusts from owning, buying or leasing agricultural lands in the state.' We have reviewed the provisions of LB 9 in light of your request, and we will discuss below a number of threshold constitutional problems with this bill.
