MEMORANDUM OPINION

HILTON, District Judge.

This matter comes before the Court on Defendant National Railroad Passenger Corporation’s Motion to Dismiss and Defendant Office of the Inspector General’s Motion to Dismiss. See Fed.R.Civ.P. 12(b)(6). Plaintiff filed suit against Defendants alleging breach of contract, breach of implied covenant of good faith and fair dealing, tortious interference with contract, and tortious interference with prospective business.
