MEMORANDUM OPINION
GLADYS KESSLER, District Judge.
Plaintiff Jackson L. McGrady brings this action, pro se 2 against Defendant Ray Ma-bus, Secretary of the Navy, and Defendant Department of the Navy (“Navy”), pursuant to the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552. 3
This matter is now before the Court on Defendants’ Motion for Summary Judgment [Dkt. No. 7] and Plaintiffs Cross-Motion for Summary Judgment [Dkt. No. 8].
