This matter is before the Court on Plaintiffs’ appeal seeking judicial review of (1) Defendants’ decision in 2007 to expand the Uranium Lease Management Program (“ULMP”) in southwestern Colorado; (2) Defendants’ issuance of leases to uranium mining companies under the ULMP; and (3) Defendants’ approvals of exploration or reclamation activities on certain lease tracts.
