The city of Indianapolis is a city incorporated under the general law of this State, ap~iroved March 14th, 186.7~ and the various laws since passed supplemental to or amendatory of such general law, and is, or ought to be, governed thereby. In section 3106, R. S. 1881 in force since Mai~ch 10th, 1873, it is provided that the common council of such a city "shall have the power to enforce ordinances," on certain subjects and for certain expressed purposes, and among others, in the thirtieth clause of such section, "to regulate and protect fire engines, hose, hook and ladders."
